Eurocode 8 set two distinct demands including a no-collapse requirement and a damage limitation requirement. The no-collapse requirement states that the structure must be designed in a way so that it will not experience a local or global collapse in the event of a seismic event. It needs to sustain its structural integrity and load-bearing capacity after
the event. For the damage limitation requirement, the structure needs to be designed so that the cost of an event does not drastically exceed what could have cost to secure it from damage.
